Parish Council meetings are held at 7pm on the
third Tuesday of each month, except August, in the Stithians Centre.
Anyone may attend the meetings, which have a public discussion slot
where Parishioners may have their say on any matter concerning the
Council. Persons attending do not have to stay until the end of the
meeting and may leave at any time. We look forward to seeing you!

PC Membership
Still One short!
Since the last edition of Spotlight, the Parish
Council has gained a further two members.
Ted Vincent. A Cornish lad, born in Redruth
and educated at Truro School, followed by Camborne School of Mines
and Surrey University. Now retired to Crellow Hill, Ted has many
years’ experience in Cornwall as Divisional Works Manager and
Surveyor for the North Cornwall and Restormel Divisions of Cornwall
County Council.
Roger Nicholls, Roger has lived at Trevales
for 25 years, enthusiastically running his highly unprofitable small
farm, and has been a member of both the NFU and South Devon Cattle
Breeders. He is actively involved in fund raising for Shelterbox and
Cancer Research. He was a prime mover of, and remains actively
involved in, the Stithians-Ploerdut Twinning Association.
That still leaves us 1 member short of a full
Council!
Being a Councillor involves the following:-
A 3-hour monthly evening meeting.
A desire to be involved and do your bit for this
special place in which you live.
Surely this is a small price to pay for the
privilege of living here? It has to be the bargain of the year!

HOUSING NEEDS SURVEY
Cornwall Council’s Affordable Housing Teams have
set up a Priority Parish Scheme where a small number of Parishes in
each area can be involved in delivering Affordable Housing for local
people. It is intended to be a Community Affordable Housing Project
where Cornwall Council and the Parish work together to establish the
housing requirements of the village and identify sites that could
provide for those needs.
Stithians Parish Council was offered the chance
to become a Priority Parish and has accepted. The first stage is to
carry out a Parish Housing Needs Survey to establish the level and
precise nature of housing requirements. You will find a copy of the
Survey in this edition of Spotlight with details of where to return
it and by what date.
The next stage, after identifying the need, would
then be to carry out an assessment of sites in the village involving
a Call for Land. The sites would be appraised by the Planning
Department and the Parish Council for their suitability to deliver
the needs identified in the Needs Survey. More details will follow
as the project progresses. The first stage is the Housing Needs
Survey so please fill it in even if you think you don’t need to as
it is important we get an accurate picture of the housing
requirements, affordable or otherwise, in the Parish.
Structure Plan

HELP THE PARISH COUNCIL TO HELP YOU!
About half of Cornwall’s Parishes have drawn up
Community Structure Plans and deposited them with the local
authority. Stithians has no Structure Plan yet and the Parish
Council cannot produce one alone – it must have input from and the
assistance of the residents. Without a Structure Plan, opportunities
for thousands of pounds of funding will be lost.
WE NEED YOUR HELP!
Appeals for residents to join a steering committee to
get the idea under way have produced but little response, yet
without community involvement, it will not happen. Now Cornwall
Council wishes to know what views residents have on where to
possibly build low cost housing in the village. Unless residents
speak with the voice of a structure plan, it could be next to you,
or wherever the powers that be, who may have little local knowledge,
decide!
What are they?
Community Structure Plans are intended to set out
a framework for local communities to plan their own futures,
allowing them to identify issues which are important to them such as
affordable housing, transport, education and skills etc. and to set
these out in a clear
statement. They can be used to prioritise the
main concerns of local people and to develop a consensus of how
these concerns can be addressed. A completed plan can be used to
lobby and influence statutory agencies such as local authorities,
local health trusts, development agencies and others in order that
such concerns can be noted in statutory planning. Structure
Plans can be used to support applications for funding, to support
local projects, and also encourage local communities and statutory
organisations to engage in joint working to develop and deliver
solutions to address locally identified issues where it is feasible
and practical to do so.
APPEAL FOR VOLUNTEER DRIVERS
The Parish Council has received the following
request from Volunteer Cornwall to publicise the need for volunteer
drivers.
Own your own car and want to help members of
your local community? If so then Volunteer Cornwall would like to
hear from you. Their Community car scheme carries out wide variety
of journeys for local people where private or public transport is
not an option. Recently there has been an increase in the numbers
of people wanting to use the service and we desperately need more
volunteer drivers if it is to meet this growing demand.
We currently have about 270 active volunteer
drivers on our books; last year they did about 2.2 million miles,
with an average of 4,700 journeys each month. While many of these
journeys are short, local ones, some can involve driving hundreds
of miles to take someone to a specialist hospital.
We are particularly keen to recruit drivers in
Truro, the Roseland and West Cornwall.
Volunteer drivers receive expenses to cover
costs. Becoming a volunteer driver is a wonderful way of helping
people in the local community and gaining new knowledge and skills
through supported training. David Crook one of our volunteers
says,
"If you enjoy driving a car, you will certainly
enjoy being a volunteer driver. I have met many people young and
old over the past four years, many of whom have become friends.
One of the great things about being a volunteer driver is that you
can do as much or as little as you wish. So if you would like to
spend some of your free time helping people in Cornwall and at the
same time as enjoying yourself, why not get in touch with
Volunteer Cornwall and join the voluntary car scheme"?

ONE STOP SHOPS
Anyone seeking advice on any Cornwall Council
matter such as Council Tax, waste collection etc. may visit
without appointment any One Stop Shop, where we are assured you
will receive a first-class service. It’s early days for these, and
there may be a settling in period! However, the Parish Council
will have direct input into Cornwall Council matters, and would
welcome comments from any residents who have used these
facilities, be they positive or negative. Do submit any comments
or views about your experience to any PC member. The two advice
centres likely to be most useful to residents locally are:-

Our pretty village.
Anyone passing our bus shelters in early Spring
will notice a splash of yellow from daffodils. These are the result
of some enthusiastic grubbing in the soil by the Stithians Guides,
under the watchful eye of Guider Cathy Thomas who has done so much
for the youth of the village for many years. Please don’t pick them,
they are for all to admire! However, her request to the PC for
permission set me thinking. Driving through France earlier this
year, I was struck by how many villages about our size have invested
in flowers and plants at roadside verges etc. The effect is
startlingly attractive! There are a number of places in the village,
some under PC control, some for which we could probably obtain
permission, which would look so much better with a splash of colour.
It need cost so little. Most enthusiastic gardeners will have excess
shrubs, bulbs etc, and may even be willing to plant one themselves.
Don’t do it, at the moment it is just a thought! But if you think it
is a good idea, and you might be willing to plant even one small
shrub, do contact me, Anton Barkhuysen, 01209 860834, and I will try
to get the idea properly organised and planned. Or if any other
enthusiast would like to be overall planting supremo-----!
I somehow missed the predicted barbeque summer, though perhaps I
blinked, and the subsequently promised barbecue autumn seemed to
escape me as well. Oh well, glad no-one has yet promised a barbecue
winter!
