Greetings!  I hope things are going well for you and the Parish Council.  Things aren’t so great here at Patch Cottage!

Despite my usual easy-going and tolerant nature, I’ve been driven to contact you by the noise and litter generated by the ‘shelter’ opposite our house.  As you will no doubt recall, I was unable to formally oppose the construction of the shelter due to my membership of the Parish Council at the time, although you were all aware of my feelings on the matter!  Since its construction I’ve tried to be tolerant of its ugly appearance and more importantly, its role as a social/drinking/smoking centre for young people!  However, it’s finally getting to me!  Today, I spent some time clearing up the shelter and surrounding area, as I do periodically – I have no choice unless I want to live opposite a mess!  I was particularly disgusted today to  find a used condom, so thought l’d take some photos of the material collected following a week of half-term revelry!  There are strangely melted plastic bottles and beer bottles as well. 

While I am not anti -youth at all, I do object to the fact that our outlook and home life has been disrupted by this shelter, which plays only a very negligible role in sheltering people waiting for buses!  We purchased the house in order to be in a quiet edge of village location which it no longer is and it’s very upsetting!   

If you could let me know what I should do with the contaminated litter I’ve collected and also let me have a response to my comments from the Parish Council with suggestions as to how the noise and contamination problems can be alleviated, l’d be very grateful.

PLAYING FIELD PORTFOLIO

Decision Required:

To note and approve the content of the Report and Appendix 1, particularly noting and agreeing the financial implications contained therein.

The attached notes (Appendix 1) of the Meeting with the Playing Field Caretaker held on 9th March form the basis of this report and Members are asked to approve them and the financial implications contained therein.

Appendix 1 to AGENDA ITEM 17.1

NOTES OF PLAYING FIELD PROGRESS MEETING HELD ON

TUESDAY 9th MARCH 2010

Present:

(NP) Councillor Neil Potter – Playing Field Portfolio Holder

(JVC) John Calvert - Clerk

(TM) Tyrone Martin – Playing Field Caretaker

Notes of Meeting:

As has become normal practice, the notes of the previous meeting were used as an agenda with any other items included at the end or as necessary.

New Play Equipment:

Note from previous meetings still applies:

As previously reported, CC will take the issue of formation of a youth group to VHMC who have shown some interest in this. If such a group is formed they may then seek provision of new equipment via Parish Council as the owners of the Playing Fields. If the initiative comes through such a group CRCC consider that funding will be more readily provided. All depends upon enough interest being shown to form a youth group and the VHMC are currently considering possibilities. No further progress as far as is known at present. One can only assume that the matter has stalled.

Caretaker’s Store:

TM had not yet spoken to Cllr Denis Nightingale about the use of one of his buildings. At present he is undecided as ti whether to accept the offer.

Fencing to Ennis & Carbis:

TM pointed out that there are now several parts of the fence are in need of replacement and suggested that, rather than buying rolls of chain link fence, a cheaper option would be to purchase temporary fencing panels and use them with posts as a permanent fence – they are galvanised. TM to provide quotation for one three metre panel with posts for the next meeting. Then a site inspection will decide how many are needed.

Sky Saw:

Rubber buffer needed. TM has left two messages with Taylor Made to obtain price but the call have not been returned. He has now found the old one and may be able to re-use it. Watch this space!

Tennis Court:

White Lining complete and invoice in the sum of £60.68 submitted for approval at the March PC meeting.

New sign for tennis court is included under "Signage"

Memorial Bench near Tennis Court:

This had been identified as being in need of re-staining. Work done and invoice in the sum of £30 submitted for approval at the March PC meeting.

Dog Fouling in the New Playing Field:

TM continuing to monitor the situation. Signage included later in notes. This has worsened, particularly in the old playing field. Hopefully the new signs will help.

Rugby Posts – Old Playing Field:

JVC wrote to the Rugby Club on 10th February but had had no response. TM was extremely concerned for the safety of the posts and had e-mailed JVC to that effect. It was agreed that JVC would write to the Rugby Club informing them that they must be either made safe or removed within 10 days otherwise the PC would remove them and recharge the Rugby Club.

Free Standing Slide:

TM continuing to make a thorough inspection every week in order to ensure that any deterioration is quickly identified and rectified.

Regular Inspection Reports:

JVC advised that although he had received some, some were still outstanding. TM to submit ASAP.

Skateboard Park:

Repairs needed to a small area. TM had provided a quote for repairing with epoxy mortar. Work done and invoice in the sum of £30 submitted for approval at the March PC meeting.

Site Inspection/Annual Safety Inspection

This is due in April. JVC had been advised that he would be contacted sometime in March with a date. Still waiting at present

Signage:

It was agreed in November to move the sign from the Toddler Play Area to the gate adjacent to the Seven Stars, replacing the tatty one used by the Rugby Club who will be able to use the existing board and to remove the existing "No Dogs" sign from the gate.

The sign on the Toddler Play Area reads as follows:

It had been agreed that four similar signs should be obtained and placed as follows:

At the lower gap between the two playing fields affixed to a gate currently stored near the pavilion.

At the small gap, fixed to the RFC Scoreboard, with their permission.

At the entrance to the footpath adjacent to the tennis court, attached to the fencing.

At the playing field entrance opposite the Church, fixed to the barrier.

TM had obtained quotes for these along with the tennis court sign.

All five signs can be obtained for £165.88 plus VAT. It was agreed that TM would order the signs and prepare a quotation for the next meeting for their fixing bearing in mind that the fixing of one of them involved the installation of a gate.

Wooden Train:

This had been identified as being in need of either repair or replacement.

TM had submitted a quote of £995 for repair which was accepted at the february PC meeting. TM will do it as workload permits.

Meanwhile TM has removed it to the pavilion.

Gate to Toddler Play Area:

Tm reported that this had been pulled off. This was not the first time and the "two-way" hinges from Playquest that were (rather expensively!) replaced last time needed replacing again. A gate that swings both ways was not considered necessary – rather one that opens inwards and has a stop. TM to quote for this with a spring to keep it shut.

Damaged trees:

TM reported that three trees in the old playing field had been damaged. JVC agreed to inform Jim Lyle.

Next Meeting:

The date of the next meeting was agreed as Tuesday 13th April 2010 at 2pm.
