FOOTPATHS HIGHWAYS AND ENVIRONMENT REPORT FOR

JUNE 2008 COUNCIL MEETING

DECISIONS REQUIRED:

A To note and accept the contents of this report.

B To agree actions by the Clerk as necessary following discussion at the meeting.

REPORT:

In the absence of Cllr J Biscoe, the Clerk has produced an update of the items reported to the last Meeting:

As reported at the last meeting, the diversion of Footpath 1 in the New Playing Field is progressing and although the anticipated date for completion of the legal matters is anticipated for June 2008, I feel this date may be exceeded as the matter of the location of the exit to the road is still not finally settled. The County Council have suggested that an opening (they will not agree to a stile) be made in the hedge adjacent to the car park entrance. I have argued that this is pointless as there is already a gap in the fence to the car park and will create another hazard. John Ball, Kerrier’s Solicitor is therefore to proceed as agreed at your last meeting. I have no further progress to report.

I reported to your last meeting on a letter from the County Council re Tretheague Bridge but there has still been no response as regards Kennall Bridge. I shall write again following the meeting.

The schedule for the maintenance of fingerposts and milestones has been updated and will be issued asking for quotes from three if not four suppliers of this service as soon as the Clerk is able. To date, this has still not been possible.

As reported at the last meeting, Mr Fletcher had offered dates for a meeting about footpaths. Unfortunately, the Clerk has been unable to rearrange this meeting due to other commitments.

I have heard nothing further from Mrs Penrose concerning Footpath 7.

No progress with Mill Lane and the planings because the Clerk has still not had time due to other commitments.

The fence at Tresevern Croft has not been repaired by SWW but in view of comments made by their new Ranger at the February meeting, it may be some time before action is taken. Nevertheless I feel a reminder is due and this will be sent following the meeting.

I have now had an acknowledgement to the letter sent to the County Council concerning the adoption of street lights. I have been promised a definitive answer re the adoption of the two lights at Longdowns before the meeting and will report further then.

As reported to the last meeting, an order has been issued by Coastline housing for the works in Crellow Hill to be done but I have no knowledge as to whether the work has been carried out..

As previously reported, the Environment Agency have agreed that the old channel of the river at Foundry where it runs through the gardens of Tremenhere and Riverside is part of the enmained river and their duty to maintain and repair. Mr Newing was seeking confirmation of this in writing from EA and the Clerk has not as yet heard whether this has been forthcoming, although Mr Newing has again asked them. I have nothing further to report at present and will send another reminder following the meeting.

The state of the muddy area at the entrance to Odette Eddy’s land from FP 7 has improved. Whether this is due to something she has done or the weather is indeterminate!

At the end of May, Cllr J Biscoe emailed Cllr Ms J Tisdale, as assistant Portfolio Holder, details of the portfolio and, with the assistance of the Clerk, she intends to look into the portfolio and provide a more detailed report for next month.
